filename.gif or filename.gif.jpg?

Here is a weird one...
On this webpage...
http://www.thinkingrock.com.au/helpmanual/topics/Manual123.html
....2 lines below the following text...
"ThinkingRock uses the following icon representations:"
.... is an small graphic followed by the word "Thought."
If you try to save the page as "Web page Complete" in Internet Explorer
or Mozilla Firefox, that graphic (and several others ) is not there
when you display the saved version.
If you right click the Icon and look at the properties, it says that it
is a .gif named thought16.gif
If you try to "save Image As", it only allows you to select .jpg and
saves it as thought16.gif.jpg
If you edit the HTML of the saved copy of the web page to change
the link to thought16.gif to thought16.gif.jpg and refresh the page,
the icon appears.
What the heck is going on here?
