I created this page with Dreamweaver, even though I do mostly hand-coding. I
have only recently gotten interested in validation. To answer your question,
I assume that DW added that line when the page was brand new. But I might
have copied it over from somewhere. Truth be told, I have not taken the time
to learn the different page types like I should.
