Oh yes, the phone company specializes in charging extra for stuff that
doesn't cost them anything. Touch tone is especially funny because it
actually costs them extra to decode the pulses back into the tones that they
really use, but all the other "optional" services (call waiting, call
forwarding, caller ID etc.) are just software features of any modern
computerized phone switch that cost basically nothing to implement once you
own the switch (all that has to be done is for the rep to select some of the
software options) but that they will sell you for big $ every month. This
would be like Dell charging you extra every month if you wanted to use the
spell checker in your word processor. In fact, the software industry's long
term goal is to move software to that kind of "rental" model - already the
anti-virus people want to sell you annual "subscriptions" to their product.

This is sorta like the phone bills here. We still get dinged for "touch
tone service" even though Bell has to go out of their way to make rotaty
phones work on the all new touch tone based infrastructure.
