The key to setting timing on balance wheel movement is to make very
small adjustments to what is probably a set screw. Also, the position
of the movement can have a significant impact on timing, so be sure to
display it the same position after winding. I doubt that there is a
finer adjustment within the movement. Finally, you may also be
fighting the effects of old dried out oil if the movement is not of
recent manufacture.

The dial and hands on those aircraft clocks are fascinating - do you
have a shot of yours?
