I really feel for you. He's completely changed the character of the watch!!
I can understand why you feel sick!

reproduce the dial by making a new copy.
The re-finished watch is very good and would be acceptable to someone who
didnt see the original.
However, would an art collector put up with this having taken a prized and
valued original for cleaning only to find it had been painted over!!!!
How long ago was the work carried out?
Do you really have no re-dress?
It was wise of you to take such detailed photos before the work.
I'm really pendantic about things like this and completely understand.
I would certainly get some legal advice.
