Low power factor is usually a result of a number of induction motors operating at the same time, as in an industrial setting. PF correction may be accomplished by synchronous motors or capacitor banks. Those industrial/commercial customers that may have PF issues are metered by the POCO with PF meters. Normally, a base is established and if the PF falls below the set point, additional charges are assessed by the POCO. Residential PF is normally in the 85+ range as most motors are small, usually a max of around 5 HP for AC and smaller for washer, dryer, dishwasher, fans, etc. Usually not running simultaneously anyway. POCO's do not monitor residential customers for power factor.
The vendors who tout these various "Magic Box" items for home use are providing nothing except a reduction in the purchaser's bank account.
