what's this stuff on my deck



the deck on the house i bought 2 and a half years ago needs help...
the wood is ok, but i don't know if what's on it and peeling is paint
or 'pigmented stain'. i don't know what pigmented stain looks like,
but if i saw this on the wall i'd think it was paint. it's sort of
pinkish beige; and it's peeling. looking at deck maintenance sites,
they say not to use pigmented stain (or unpigmented) over paint. what
does unpigmented stain look like????
