Checking Operability of Heating Element on Hot Tub

A Vita Hot Tub that was installed in 1994 is on the premises of
a house that I recently bought, and the previous owner is not available
to help me with it. The jets work fine, but trying to see whether the
heating element is working is difficult. I obtained a manual on the
internet, and it states that the heater heats about 2 degrees per hour
when the hot tub is set in the low speed mode. I am turning on what
appears to be the heater and I can feel something turn on, but when I
left the presumed heater running overnight, it did not appear to heat
up the water in the hot tub. However, the instructions are so
convoluted, I am not sure that I am following them correctly. If
anyone has any tips as to how I can determine whether the heater is
working, I would appreciate the help.

Thanks,

JD
