I'd vote for a low wattage tube amp. A couple were already mentioned.
I think that there are obvious advantages over the modeling types. First, TONE. Second, less to become distracted with!
The first order is to learn to play. If he gets caught up in playing with effects and various wacky sounds, it will detract from learning.
Myself: I live in an area with MASSIVE Craigslist choices. I'd be looking for the best deal on a used amp, the first one to fit the bill. It might be a SS Vox Pathfinder 15R, or one of the 5W and under tube combos or head/cab offerings.
If you don't have a good selection on CL, hit the "usual suspects" for internet deals.
