1996? That's over ten years ago. Even the most average computer newb can install something like Ubuntu or PCLinuxOS. Grub/LILO is taken care of by the installer.

Well, perhaps if you're indecisive or like to procrastinate.
that it's better to start with one of the established distributions that have a mature desktop environment. Much if not all of the software you need to get started will already be pre-installed.
But to be clear - getting full replacement functionality for all the
stuff he requires will take months ( or maybe just weeks ) of poking around.
I don't agree. This isn't 1996 ;)
