They send a check (can be certified or money order doesn't matter)
but it's a bogus check. They tell you to deposit the money and
send the extra money back (usually because a "mistake" was made.
The "secretary" was supposed to pay the shipper (or whatever)).
But you go ahead and keep oh "$50" extra for your trouble. So you
do it and it turns out later you get a notice from your bank
telling you the check was a forgery. The timing is important. They
have to get you to send the money back quickly before you catch
on. That's why they need your phone number.

I'm aware of that scam, but the original email doesn't say anything
about sending them anything back. Obviously the check is bogus and the
scam depends on them getting something before you or the bank realize
it. But what's to prevent you from waiting until the check clears
before you agree to ship? I guess the scammer must later introduce the
plan to overpay and have you reimburse them, and to pressure you via
phone to do it fast.

Right. Timing is critical. The checks they send out are good forgeries I guess. I've heard of it done with certified checks and money orders. One of the reasons eBay is going to straight PayPal no doubt. You do notice they always ask for your phone number.

If the scam falls through (for any reason) all the scammer is out is a stamp and a bad check. Some probably have a proxy here in the USA that acts as a go between. There was a show on Dateline about how people in the US are conned into acting as proxies for foreign scam artist. The con poses as foxy women (in reality they are some 200lb black guy in a cybercafé in Nigeria) overseas and get lonely guys in the US to do things for them without knowing what they are really doing. The scams can get really detailed because this is all they do. They are like prisoners with nothing but time on their hands to dream up scams.
