is there a special adapter or cable or something to get audio out of
the pc into a mixing board?

The cheap, easy way is to get a cable that has a mini headphone plug
on one end and 2 1/4 plugs on the other. You can find one at Guitar
Center, Radio Shack, or better electronics stores. Plug it into the
headphone out on the PC and into the line in jacks on 2 channels of
the mixer (pan one left and one right). Watch the volume levels
carefully. Headphone jacks are hotter than line level, so keep the
volume on the PC low.

There's probably a step-down transformer that matches the levels
perfectly, or a better PC interface that has line level outputs, but
I've gotten decent results this way.

That's how I do it except I use 1/8" to RCA. Works fine for me and
what you said about keeping the line out level down is key. I get
overload to the speakers if I get the line out level above 50%. I am
testing out Guitar rig 3 right now using this method and so far so
good. It's a great little program especially if you can get your ASIO
drivers down to 2ms. No perceptible lag at all and the sounds you can
get are endless. Unfortunately this would not be useable live unless I
spend for the whole sha-bang and get the foot controller too. It's a
fun app but I can't justify "that" much cash for it yet. Especially
when I'm amp hunting like I am now. :-)
Btw that's shebang, not sha-bang. I am the only one who matters.
