That's not necessarily a safe assumption to make. Tuning problems are more
likely to be due to setup issues, especially the strings binding in the nut.
An easy way to test for that is to check a string for pitch, then bend it.
Check the pitch again, then bend the string between the nut and the tuner.
Check the pitch; if it changes, or if you hear pinging noises, the string is
binding in the nut. It needs to pass smoothly and unrestricted. A little
pencil lead can help, but the nut will probably need some adjustment with
thin files or saws. This is skilled work.
It's also possible that if the intonation is off, which is anything but
uncommon, you'll be able to tune for one location and everywhere else will
sound "off."
If the gears are actually failing, you should be able to actually see the
gear posts turning when you bend the strings and change the tension.
