Yes it does (b3), but it also has a b5. Which give us a minor 3rd (b3) with another minor 3rd (b5) stacked on top of that. This lowered perfect interval (5 to b5) is referred to as diminished.
Somebody correct me if I've got that wrong but that's the way I understand it to be.

A diminished triad chord is a triad consisting of a minor third and a diminished fifth above the root. If built on C, a diminished chord would have a C, an E? and a G?. It resembles a minor triad with a lowered (flattened) fifth.
If you build triads on the C maj scale the 7th triad is Bdim.
