As Rich said, this term is used in a relative way.

I once bought an Epi bass where the guy thoughtfully
answered my questions, looked up stuff etc. He even
checked it out himself (obviously a bass player)
etc.

Was he an expert luthier? I doubt it (why would he
be working behind a counter?)

Contrast this to some kid that uses "dewd" and "like"
a lot, and then gives you his name and sez "I'll be right
over there if you need anything". Or just stands there
in front of you waiting for you to say "I'll take it".

The thing is that you will rarely deal with someone
real knowledgeable from behind a sales counter. It's
like expecting to find electronic engineering advice
from a Radio Crap sales person (now called "The Source"
up here).

Even more clueless is that Rat Shack girl behind the
counter that didn't seem to understand that the
nut that holds a 1/4 input jack to the chassis needs
to thread on and hold it. Those Rat Shack jacks are
just hopeless-- they're pre-stripped. She couldn't
grasp the idea of a stripped thread! She was only
concerned that I had opened the package.

I was desperate at the time, but I soon realized that
that was just utterly hopeless (I had to replace it
with a mail order part).
