Yes it's easier to get it high on the neck and work your way down.

Check out the guy in the video. He doesn't move his elbow away from his
side when he plays B9.
Chip
He's lousy anyway, but watch him roll onto the right side of the 3rd
finger when he reaches for the 13th. He should have it already rolled
over. He has the ring finger bent more at the end joint than necessary.
That can start hurting at any time.
One more time: the elbow is just a means of demonstrating the rolling
of the 3rd finger on the right side. Of course you can bend the wrist
instead, but you don't want to do that. daveA
