Which state's law are you quoting?
It's gotta be different all over the place. Here in southwestern Canada I've heard of under-agers playing in bars. They can only be on the stage, back-stage or in some other place other than the floor area on which booze is being served and consumed, or so I have heard.
Here, I think they have to retire "backstage" after the performance, but can play at a club under 21. I know you can go into a club under 21 just not be served alcohol.
