I think he's joking. The concept of "slash chords" has absolutely
nothing to do with Emo or the original question.
I think he is NOT using all downstrokes, but it's really not that
important. You can get approximately the same sound either way. You
should do whichever way is most comfortable for you. I think you'll
find that using alternating strokes is most ergonomic and comes closer
to his effect.
