I don't think so. The C# in the A major chord conflicts with the C
natural in the melody.

I just listened to a couple versions of it. The one on Greatest Hits 1
is in the key of F, played as if it's in D but capoed at the 3rd fret.
He briefly hits a low G bass note, which implies (notated in D:)

In the rendition from the Concert for Bangladesh, it's in E, capoed at
the 2nd fret. Here, the bassline implies something a little different
(notated in D:)

So my rigorous scientific study shows that Dylan doesn't always play it
the same. I'd say whatever sounds good and compliments the melody would
be OK.
