Man... i've been playing guitar for past 3 yrs. and neither i have
been able to train my ears, nor get the concept of scales, i know what
is scales but not able to implement in the way i want to... is it that
i am not good enough to play guitar or didn't get better practice...
i'm really frustrated man....

Try a different road to musical happiness - forget scales, learn some songs,
maybe with the help of a teacher. Choose a few tunes you really like and
****do it****. You need to be motivated in order to learn, and that approach
might be the answer for you.
