Hi,
You definitlye need an amp to practice becuase it amplfies all the
small deatils like excess/bad string noise or the quality of the note,
which can easily be missed playing unplugged. Although I think most of
us do/have play electrics unplugged in fornt of the tv or late at
night, which is fine cos you can work on fngereing / learn things at no
volume.
With regards to amp volumes you dont need to get your ears bleeding to
practice at home, just a sensible volume you are comfortable with. The
only exception may be with tube amps where you have to set them a
certain volume to start to get the tubes sounding more properly, power
attenuators and whotnot can still get a tube amp sounding ok at an
acceptable level. But if you intend to play loud (e.g. gig level) then
you again need to practice at that loudness to get used to it, also the
e.q of you amp sound changes with loudness (bass + treble I think come
across more, therefore at loud volumes a small mid boost helps to
maintain the sound you here at lower volumes).
