What you've got there is an interestingly portrayed barre chord at the third fret. That thick black line across the third fret with a numeral "1" by it is a symbolic representation of your index finger barring all six strings behind the third fret.
It's just an unusual graphic. If you're not familiar with barred chords, it makes not sense. If you are familiar with them, it makes slightly more sense.
