I'm sure that a theorist will be along soon to break the news about 1 watt being just as loud as a 50 watt amp or something along those lines....
For most people, there just isn't a tube amp on the market that isn't too loud for solo practice. There are a handful of 1 watt or less amps out there, and they are all zero-featured and way overpriced IMO. Some people swear by them though.
The power soak/attenuator idea is a good one, though I've never tried it myself.
I've been through every cheap tube amp over the past few years (most people get GAS for guitars, but I've only had it for amps).
Peavey classic 30, blues jr (both old and new versions), Mesa DC-2, Mesa F30, Traynor YGM-3 (an old one) and Traynor YCV20-WR (new one), and more.
They all are good in their own way. Well, maybe except for the Mesa DC-2 which was terrible.
That said - they are all too loud for practicing by yourself. But you *can* turn them down, and a 15 watt tube amp with volume at 1, while still pretty loud, isn't too loud. And if it is, turn down on the guitar. If you truly need it less loud than that then you need to go solid state (I highly recommend the Tech21 Trademark 10 if you want to go that route).
If you do want to go head/cabinet (which I think is pointless for a low-wattage amp) then the best source for both speakers and cabinets is, by far, avatar. Do a search for them. Great prices and service.
