Is there already a room you are converting? Basically the cheapest thing to
start with is to cover the walls with fabric, such as old carpet remnants.
The stuff we used at my last job was essentially the 2 by 4 drop ceiling
panels covered with fabric glued to the walls and then a second ceiling of
the same material. The door then got a panel glued to it with a door sweep
at the bottom. I don¹t remember if they did anything to the floor, but
carpet gives an irregular surface so that the sound doesn't reflect. Of
course this was in a School building built in the mid '60s and everything
was concrete so the existing walls had a certain amount of damping to keep
sound inside, just echoed like a cave. When we were done, it was kind of
spooky. The room was like a sound sponge.
