First, I tune the instrument. Then I grasp each string *individually* at the 12th fret, and firmly (but not with a "jerk") pull up about 5-6 times. Then I retune. Rarely do I need to tune any string again after that.
I think I grab the string at about the 8th or 10th fret and do the same thing.
I've read somewhere that you should pull on the string up and down the length of it to get an evenly stretched string. I don't know if this really matters (I'm skeptical), but that is what I do anyway, just in case it does make a difference.
