The horizontal axis represents time. The vertical axis represents the
note to be sounded. If the notes are lined up vertically one above the
other, as in the first 0-2-2, they are played simultaneously as a
chord. If the notes follow each other horizontally, as in 3-0 and 7-4,
they are played in succession.
By the way, "2b(4)0" means to pick the second note on the G string
(that is, A), then bend it up to a the pitch that normally sounds on
the 4th fret on that same string (that is, B), then play the G string
open.
