That's true. It's black-and-white. 6/8 has six beats per measure,
and eighth notes represent one beat. Counting in two, or four, or one
is a short-cut for convenience.
Sorry, that's still not so. 6/8 is counted in two - two beats per bar
(measure) and three quavers (eighth notes) per beat. It's those three
pulses per beat that define 6/8, 9/8, 12/8 or whatever.
