Is there a pragmatic way to check the best tension? And does a higher
tension impact on the loudness of the note played?
I just push down on the hair somewhere near the middle, and keep
tightening until it feels 'right'. You're not really 'supposed' to do
this, as the grease on your fingers could transfer to the bow, but I've
never had a problem.
And yes, it does make a difference to the tone and volume of the note.
You should experiment with different tensions so you can understand this
yourself.
