What is the difference between 2/4 and 4/4 time, in other
words why
use 2/4 when the music can also be felt in 4/4? Is it more

the pulse / accent of the music?

Cut time often gets me confused, especially in latin, and I
usually tag it as double time when reading new charts. My own
observation is 2/4 has more of an 'on beat' feel than 4/4 so
12 bar pattern-type players may struggle with those extended
sections 2/4 allows: the ability to hold a chord for a
pre-determined time to build tension to the music you're
playing.
It's worth folks paying due respect to odd time meters and
trying them out in practice.
