That's true. But, if he takes the amp to a place where there's a known good outlet, and it helps the problem, then it's usually not hard to add one or two outlets on the first floor where there's easy access from the basement to run a wire up into the wall. The whole house? Yeah, that's a job. A few on the first floor or in the basement? Not so bad at all.
