Typically means more likely than not. Generally speaking, when people don't include a word like "typically" they still don't mean "absolutely all" unless they explicitly say so.

The thing is Usenet generally forces most people to use various qualifiers and disclaimers so that some people don't get a bit riled by often assuming that some people are possibly stating some things in the absolute.

Also, IMHO Usenet generally forces most people state their opinions less forcefully. It seems to me, at least, that stating your opinion without all sorts of disclaimers about how you might be wrong and how all other opinions are equally valid could, I think, possibly result people accusing you of being "cocksure" or arrogant. Of course, YMMV.
