You need to punch a new hole in the thin part of the strap.
The gaps between the slits is usually about an inch apart - so you can
never get closer than an inch to the perfect place. So, punch a new
hole about an inch and a half back from current one (any less and you're
getting too close to the current hole + tail slit and the bass will tear
through the leather or similar material the strap is made from). That
way you can get to a pretty reasonable adjustment.
Alternative, work out where you think the new hole should be and simply
make it there (as long as it isn't too close to the next hole).
You can cut out holes in leather straps with scalpels, craft knives or
stanley knives - fold the strap backwards so the one of the current hole
is over the place for the new hole and use a magic marker or similar to
draw the shape/size of the current holes.
Once you get this type of stap adjusted correctly they are in many ways
better than ones with buckles or loops as buckles scratch your bass and
loops always slip eventually.
