That applies to a lot of music - don't know what you meant by "pop" but
I'd
include jazz, standards, blues - I don't think I can think of anything
where
it wouldn't apply.

There have been times in jazz (not standards) where I have started on
other than the root.

You first asked what was "the most important thing," not what's OK - those
are two very different things, no?
In jazz, if you can do it convincingly, you can do quite a bit that might
look unusual on paper to some people and it will still sound good, e.g.,
it's common for walking bass patterns to not land on the root of the chord
on the first beat.
