That's usually caused by a stereo imbalance - i.e. one channel is hitting
your ears ahead of the other channel. This is most likely in the source
recording, or as a result of processing through that particular codec.

Occasionally, I'll run into a video on youtube or other site, in which the
audio sounds like it's been processed through a flanger (or something).
How
does one begin with a decent quality video and screw up the sound that
badly? Side effects of some sort of compression?
