Generally the best bet is to wire it like an ordinary two volume
control passive bass. Go to the Fender site and look up a passive Jazz
bass wiring diagram. Should give a very usable bass.
The real problem is figuring out the wiring in the pickups. Start
using an ohm meter to measure the resistance between all pairs of the
three wires. Those measuring a few thousand ohms will generally be the
coil(s). Usually the black is a shield ground but the color codes are
by no means universal. Since the bass is already "sort of" working,
you should be able to get some kind of hint as to which pickup wires
do what.
The sound "dropping out" just sounds like it could be a bad volume
pot.
