that his machine is splitting water into 1 hydrogen and 2 oxygen atoms,
similar to electrolysis. One or more of these elements are then igniting in
their gaseous state, as both are quite flammable.
Leaving aside the ratio, I think you'll find oxygen isn't flammable
unless it's in a methane [1] atmosphere.
[1] Or hydrogen, or a variety of other gases. But IIRC Titan has a
methane atmosphere so it could burn there.
