Hi Kevin,
Looks like it just needs a good polishing and maybe a neck adjustment.From what the limited pictures show, it appears to be in decent shape.
Perhaps you might want to ask if you could have more pictures of the
front & back of the whole bass. But either way that is a great price.
If the electronics are noisy (i.e. cheap) you can spend a few bucks to
replace the pickups for a better sound.

As long as the body and neck are not damaged (i.e. no cracks or dents),
I think it will work out. Either the person really needs the money for
something else or decided they don't like bass but refuses to sell
instrument back to music store for what they offered (most likely $50).
