You say it "can't be the cord" but actually it can. One wierd effect I ran into with some import guitar cords is that the shaft of the 1/4" plug is just a tad undersized.
So if the jack on your amp or guitar has lost tension, when you plug it in the center connecton gets loose causing static and hum. One fix is to go into the jack and bend the center tab more to give tension. But some of my basses have the tube style jacks where the center tab can't be reached. Well I wasn't about to throw out my $3 Sam Ash cords :) so what I did was put a 1/4" rubber washer over the 1/4" part of the plug so that it holds the plug out of the jack just enough to make sure there is contact on the center pin.
I don't know for sure this is your problem but it's worth looking into.

I have this same issue with a Monster (gasp) cable I have.
It cost me about $5 at a pawn shop and now I know why.
Still can't throw it away for some reason though.
