Fender Hot Rod Deville wiring assistance needed

Anyone out there know the innards of this amp?
I have a PCB wiring question.
Part C11 (capacitor)....on the circuit board it is very close to items WJ12 and WJ13.
Should they be connected in parallel (or at all)?
