Already is in use.

There are shortcomings like the omission of flagging those with
demonstrated mental issues, but many believe it to be an adequate
check.

There have been other problems, like getting states to upload the names of felons in a timely manner or at all. The feds have had to fund upgrades to various state's databases to stop those states being gaps in the database.

Some states allow those who have been previously investigated
for a CCW permit to bypass the NICS check.

That makes sense, although they then need to make sure someone on that list doesn't stay there if they're later convicted of a felony. I read an article awhile back about people with CCW permits who either shouldn't have had them in the first place or who went on to commit serious crimes--it's rare but it does happen and when it does it aids those who don't think there should be CCW permits in the first place.

One of the things hoplophobes pull that irritates legit owners
is the constant push for more "gun control" without taking
existing measures and their effectiveness or lack thereof
into consideration.

I agree, first make existing laws work before piling up more and more laws. One area that could stand huge improvement is investigating and shutting down those dealers that disproportionately put crime guns onto the street. But as it is they are rarely checked to make sure they're doing it by the book, and when they are shut down they often find ways to stay in business, e.g. a dealer loses his FFL so he sells the shop to his wife or an employee and is back in business with someone else's name on the license. I'm no fan of the ATF, but those hidden camera videos they do of dealers clearly participating in straw buyer sales where there is no way the dealer doesn't know what's happening--that should have more serious consequences than the guy having to put the business in someone else's name.
