It's just that nobody believes the U.S. will ever deteriorate enough to
need it again.
Not to mention the sheer impossibility of the citizenry being able to overwhelm the US Government as it now exists by force of arms alone.
Or the sheer impossibility of the government using the military and police to inflict massive violence on the population without the military and police quickly refusing to shoot down their friends and neighbors. This is why tyrants throughout history have often relied on foreign troops for internal security, those troops aren't averse to killing citizens who don't remind them of their own families. Consider what happened in the former Warsaw Pact when the army and police stopped responding to orders to suppress demonstrations and strikes--bye bye government. There will always be some National Guardsmen willing to fire on commie hippy protestors, but how many would fire on what appears to be the crowd from a Little League game? If it every got to the point of a popular revolt against the government, the government would have a tough time putting it down because its own forces would be unreliable.
