At first I might have suggested looking at Lindy Fralin's pickups,
but there's more than just peculiar pickups going on with that tone.
With Strats, it is a little bit of everything from the hardware to neck and
body wood, but also a lot of the actual pickguard material too.
I mostly identify that type of tone with Robert Cray. (i.e. Strong
Persuader)
I suspect he's got fairly heavy bright sounding strings, and a super
clean
amp that can reproduce it, a slightly higher action and somewhat
percussive
staccatto playing style.

I know SRV used a .013 or similar on the high E tuned down an octave.
