He likened the Bill to the Magna Carta and it's inference to monarchal
governments...and thought it redundant to the Constitution's guarantee
against federal grasping of powers not specifically granted it.
....and to the naive belief that future citizens would have a continued
clear understanding of the dangers of iron fisted central control.
