Some states do, some states don't. DC was on one extreme. Vermont is
on another.

And isn't it interesting to note the difference between the crime rates in
those states? Or that the murder rate in D.C. *increased* after they
imposed a handgun ban? Yet many folks continue to believe that the mere
presence of firearms is responsible for crime and making it illegal for
law-abiding citizens to own guns will make everyone safer. It's a bit like
taking away drivers licenses from people who have never had a ticket or an
accident....
