Marshall 100W OPT dead?

Hi,

I think this OPT is dead. Its from a TSL 100, 4 x EL34.

Input primaries read 16 ohms each.

Output windings read close to zero.

1 volt AC 400Hz injected across the 16ohm output taps gives 5 volts across
each primary tap.
What should this turns ratio be?
