past. Back in early May I ordered a couple of schematics from
Schematic Connection (www.schematicconnection.com) for a Baldwin
Custom Professional and Custom Deluxe amp and prepaid via paypal.
Since then, nothing, zilch, nada. The guy wouldn't respond to any
emails and his phone wasn't taking any new messages. I'm out the
amount I prepaid for the schematics. I'm now in the process of having
Paypal mediate the dispute and get a refund, but apparently he isn't
answering their communications either.
On his website is a notice that he's had some joint surgery, but this
was dated in March, and indicated he was responding to new orders. My
experience tells me otherwise. I'm willing to give him the benefit of
the doubt, but 7 weeks with NO RESPONSE at all is beyond my capacity
to forgive and forget.
So, beware, y'all.

Paypal is a third-party intermediary. If you used Visa you can go
straight to the card and do a charge-back and eliminate PayPal
entirely. PayPal has no authority to do anything binding.
They (PP) can freeze the amount in question if there is money in the
seller's PP account. PayPal can ask the other party to deposit enough
money to cover the amount in dispute until resolved.
They can even make a withdrawal from the seller's bank account under
certain conditions.
Read the PayPal documents carefully. I was selling on eBay and had a
rogue customer decide he didn't like the deal, (claimed item was
broken and filed PP dispute immediately without contacting me first)
and caused me all sorts of trouble. PayPal tried to nick my personal
bank account for enough to cover their part in the deal, but I had
already closed the bank account. (It was a check Visa card, not a
credit card, which is really the only card to have.) PayPal could have
caused me bounced checks had I not been watching closely. UPS finally
refunded me the insurance and I paid the customer and closed down my
PayPal account.
PayPal is great if you buy, but if you sell be careful. PayPal
disputes and Visa chargebacks can hurt you badly if you are not
prepared to cover them. Most private-party sellers do not have the
cash cushion to cover charge-backs easily and do not understand their
liabilities when they accept a payment through PP that is linked to a
Visa card.. For commercial sellers it is figured in as part of
operating expenses.
All this is covered in the PayPal account documents but no one reads
them until it is too late.

(And never use anything but the US Post Office to ship to Canada.
Brokerage Customs fees are enormous if you use other shipping
services.)

there is a reason to.But that is part of the safety net system of PP.
I have had it done to me (not my fault)for over $500 and although it
sucked, I understood the other parties reason for it. He was in France
and USPS shipped my airmail package ground! Got all the charges and
costs refunded and we were all happy although it took a whole year to
get it all done. Plus I have a great amp connection in France! Need
some Mullards? But everything is twice as high there. Damn
politicians! Hint: Be sure and clearly mark outside of box on all
shipments with a magic marker...like Air Mail,ect...
