Habitual drunk drivers, alcoholism, and drug addiction are
an increasing profitable enterprise for legislatures and
human impoundments specialist who construct prisons .
Considering the costs of running those prisons I doubt that it is a
profitable enterprise from the taxpayers' perspective. I don't think most
addicts belong in jail, but the ones who operate motor vehicles while wasted
need to get the message somehow, or at least be taken off the streets. They
kill and maim too many people and after a few failed tries at rehab etc. we
at least need to protect others from their stupidity.
