Generally, set them to no more than 70% of Max dissipation.

This question depends on the new tubes which we don't have yet, but
I'm thinking the bias at -37 volts may not need to be adjusted at all,
having been set to a conservative level in the first place. Has anyone
found this to be the case in a PA amp of this type?
