Hmmm, nah. I don't think it's the preamp tube. And it's not worth modding.
If the repair, if there even is one, is >$100, then I'm not even going to
bother. I paid $600 for the head new and it's not even my backup rig. It's
just a practice rig. I have two TSL-100 heads (one main and one backup)
that I gig with. I just leave the AVT over at my drummer's house so I don't
have to lug a head and cab back and forth for practice/gigs.

starting to sound endemic... try subbing different
valves. Otherwise, extensive mod city.

The hum itself is a deep hum. It makes it in the OD channels even with
the cable unplugged from the input. It does change with the volume of
the OD channels, but I'm not sure if it changes with the other controls.
I'll try it out and see.
Someone suggested this was a short in a ground inside the head, but I'm
not sure. I also read some posts online where people complain that these
amps are noisy and hum in the overdrive channels.
I have replaced the preamp tube once with no change in the hum.
The amp sounds this way even with the guitar cable disconnected from the
input.

I have a Marshall AVT-150H head that has a very noisy hum in the
Overdrive 1 and 2 channels. I only use this amp for practice, so it
isn't something I've really concerned myself with, and therefore I can't
recall if it is always been like this or it is something that developed
over time. Anyway, when I'm in the OD1 or OD2 channels, it's noisy as
hell and a tad bit annoying.
Does the noise change with the guitar volume, or not? Does
the noise happen when the guitar is unplugged? Do any
of the controls change the noise? Which ones (tone included)?
Is the hum deep, or buzzy? Turn your head and cough!
