If the footswitch is NOT plugged in, the reverb should still work. In
10+ years of full time tech work, I've yet to run into a SINGLE amp by
ANY manufacturer where the reverb requires a footswitch

Mykey was correct about trying to reverse the cables, though. If
they're reversed, reverb will either sound crappy, noisy, or not at all.

If the original poster has an ohmmeter, check the resistance across the
RCA plug where it enters the amp. One lead should show something like
1-2 ohms. This should be plugged into the jack furthest to the RIGHT
(as you're looking at the back of the amp) The other RCA plug should
have something like 160 ohms (+/- 20%). This gets plugged into the
second jack from the right (again, as looking at the back). If either
plug is greater than 1K ohms, either the tank is bad or the cable is
open. If either plug shows less than 1 ohm, you probably have a shorted
RCA cable.

(aka variac),
